摘要:高校作为人才聚集的地方,由于外部环境的变化,人才自身价值追求的差异,以及高校内部管理、环境等因素的影响,导致人才的外流。高校要吸引人才、留住人才,必须营造宽松的政治环境、自由的学术环境、良好的工作环境、舒适的生活环境以及创造公平竞争、奖惩分明的用人环境,增强教师的凝聚力;还须建立和完善科学的评价体系、人才培养机制、开放灵活的人才流动机制、激励机制等,并建设好一批高素质的高校人才管理工作队伍。
Abstract:
Abstract: As a talent pool, brain drain occurs in colleges and universities due to the changes in the external environment, the differences among talents’ values and managerial, environmental and other factors inside the schools. To achieve brain gain and retain, colleges and universities are to make the environment politically and academically free, and vocationally and existentially fine. The staff cohesion can be enhanced with a fair competition and personnel system that rewards the good and punishes the bad. Moreover, colleges and universities should establish a complete and scientific personnel evaluation and training system and an open and flexible talent flow and incentive mechanism.
